Hello. I'm Allison McNair. Welcome to NH Outlook.

Return to index of stories...
When John E. Sununu decided to give up his seat in Congress and make a run for the US Senate, there were eight republicans and one democrat waiting to take over.
With the primary behind them, it's down to three: Republican Candidate Jeb Bradley, Democrat Martha Fuller Clark and Libertarian Dan Belforti.
In this program we profile the two main party candidates.
We begin with Representative Jeb Bradley.
script iconJeb Bradley

On Cam
For the past twelve years, Jeb Bradley has been a state representative. In November of last year, he announced that he would seek the seat for the first congressional district. And he's been on the campaign trail ever since. One recent Saturday, we tried to keep pace with Bradley's schedule.
ROLL TAPE

Nat of Jeb at the parade….
1:25:05
Good morning I'm Jeb Bradley… You have the best seat in the house.1:25:19
--
TRACK
Its old home days in Candia. And this small town parade is just one of many that Jeb Bradley has marched in.
--
1:19:54 Nat Good morning Jeb Bradley
--
TRACK
On this hot humid Saturday morning, Bradley veers off to the sidelines as often as he can to meet people and hand out brochures. TJ - a Bradley's campaign worker - works the crowd too. And it's one of Bradley's sons, Erse, who commandeers the S-U-V with the Bradley sign perched on top.

TRACK
Bradley's day of campaigning began long before this late morning event.

dissolve to Bradley coming out of the huse1:03:14 maybe a little nat at the top if there is any
---
TRACK
Just around 8 in the morning - From the home he bought in Wolfeboro 25 years ago- Jeb Bradley and his son Erse begin preparing for the day's events.
There's no large group of campaign workers to help load signs into the back of the S-U-V, or to help tie a poll on the roof - which will hold a large Bradley sign in the parade….
He puts up with our being there with a camera - but at times it's a bit awkward.
--
full nat 1:02:20
I'm very self-conscious about doing this…
--
TRACK
It seems fitting that Bradley begins the day with yogurt and granola - after all - at one time, he was the owner of a health food store. He was born in Maine, but grew up here - in the town where he lives today - Wolfeboro. A husband - and father of four children - with two still living at home - Bradley has served as state representative in district 8 for six consecutive terms -or a total of 12 years. Ask him what work he's most proud of - and he'll site his work on electric deregulation. It's a complicated topic but he distills the results of deregulation this way…
--
SOT
1:47:49
Three words
Lower electric rates. When I became chair of the committee we knew we had to do something. Our rates were among the highest in the nation. It was a battle with the states largest utility it went to court and it eventually resulted in rate cuts of 15 percent. And when Seabrook is sold and I worked to make that possible, rates will go down another 8 percent. 1:48:20
--
TRACK
When asked about other accomplishments -Bradley sites work on environmental issues. Like the clean air act - passed during this last session. It's the first state legislation of its kind in the nation.
--
sot
1:487:50 I worked with all sides together environmental groups and PSNH on lowering the levels of pollution from coal powered plants in the future and improve air quality…1:49:17
--
TRACK
But not all groups were happy with the results. Under the legislation, PSNH can buy so called "credits" from other power plants and those credits can be counted as a reduction of pollution in their facilities. Bradley touts his environmental record. But the Sierra Club has endorsed his opponent Martha Fuller Clark.
--
SOT
1:55:43 I've worked with the Sierra Club several times. Worked on the clean power act, the first of its kind in the nation, I sponsored banning of led sinkers to protect loons, reduction mercury dioxin. If you look at my record, I always come out on top. 1:56:20
--
nat of primary debate
TRACK
In the jam packed Republican primary, Bradley was one of eight candidates. He won with just over 12 thousand votes - just over 6 thousand more that his nearest competitor - John Stephen. During the primary, some fellow candidates labeled Bradley as a "moderate" Republican.
--
SOT
2:05:12 I, you know, let other people make the labels. Um, certainly, if you look at my record on taxes and spending I think that most Republicans are gonna find that I'm right in the mainstream of the republican party. Lower taxes, and um, less government. Um, I am pro-choice, as I said before, and so perhaps that flavors people's view of me a little bit, but I proved in the last election that I was able to broaden that base. And I think that will be able to enable me to win independent voters, and keep this seat a republican seat, and for my own sake, be able to give NH the best representation possible. I've made a difference in the legislature, and I hope to make a difference in Congress.
--
TRACK
In the general election - Bradley faces fellow state rep. Democrat Martha Fuller Clark and Libertarian candidate Dan Belforti - both from Portsmouth.
How can voters distinguish between Bradley and Martha Fuller Clark -
--
sot 1:56:43 I'm pro choice for a strong economy and environment. But there's one fundamental difference. An income tax. And the reason is not just political. It's no accident that our economy is stronger here in NH because of the absence of an income tax. 1:57:23
--
Nat 1:08:43
I guess you're going to have to get me putting my parade shoes on…1:08:50
--
TRACK
Both Bradley and Clark are at the Candia parade. Before it begins organizers mistakenly line up Bradley and Clark next to each other. It's a bit awkward.
--
Full Nat
1:12:10 Hi Martha how are you… Fine Jeb, how was Washington. Fine. He walks away.
--
TRACK
Eventually Fuller Clark and her mobile home are moved to another spot in the lineup.
--
from inside the car
1:32:27 now if you can imagine doing this on july 4th. i think it was 102 degrees humid, a two mile parade route bradley whistles-
Track After the Candia parade ends Bradley heads to Derryfest.
--
nat 1:37:54 How are you…Charlie good to see you.
---
TRACK
At Derryfest - Bradley posts himself in front of the booth set up by Republicans. John E. Sununu is there as well , in hopes of garnering votes for his Senate race.
--
nat
1:44:42
we need to save land in southern nh Bradley says I certainly support the land and water conservation etc and so forth
--
Track
From Derry, Bradley heads to St. Anselm College in Goffstown where the State Republican Party convention is being held.
--
nat of Bradley shaking hands walking up to podium
--
TRACK
This Jeb Bradley looks far different than the Jeb Bradley who loves the outdoors here in NH. He's at home snowboarding and climbing one of New Hampshire's mountains. But if he wins the first congressional district race, certainly Washington DC won't provide that type of opportunity.
--
sot Well I'm still coming home on the weekends, because part of being available and accessible is being able to interact with people, and when congress is not in session I expect to be home. I've got four kids and a couple of them are still at home, and it's important to be home. So I, um, I look forward to completing all 48 of the 4,000-foot peak hikes. We're up to 28 right now, got a ways to go, but I'm gonna enjoy it.

Shots of Martha at gym
1-1700 "My days start at 530 and end at 1030. Sometimes I get Sundays off."
Shot of Martha on treadmill
Narr 1- The manic pace of being on the campaign trail is nothing new for Martha Fuller-Clark. She's been a state representative from Portsmouth for six terms and ran, unsuccessfully, for the US Congress two years ago.
Janet -1-1058 - "She's competitive, she'd give women half her age a run for their money."
Narr 2- Martha's only race now is for the First Congressional District seat, vacated by John E. Sununu. Her opponents are Libertarian candidate Dan Belforti and Republican Jeb Bradley.
Phil/Janet 1-1140 "Does she mention Jeb Bradley's name as she slams weights down? 'No but she might be able to bench press him.'"
Dissolve to shots of Martha getting on bus.
Narr 3 - Martha's campaign began early summer. The Common Sense Express, as she refers to her bus, has taken her to nearly every community in the first district.
Sound at retirement home
Martha 4-615 - "One of the great things with being on the express is seeing the richness and diversity in first district have a chance to meet with the people and exchange ideas."
Bus driver John Coughlin 3-1250 "How many miles are you putting on? Oh probably more than 500 per week."
Dissolve to kitchen with family - sound

Narr 4 - Even at home, the campaign wheels are always turning.
Sequence of issue related sound bites
Husband - Geoffrey 2-1020 "She's grown up in a political family, you know the story of her mother."
Cut to ad with mother
Martha 2-247 "My mother is long time republican. Phil- How did you become a democrat? - She gave me right values - it was a very different party then. She was very active regarding women's rights and the environment and she passed that on to all four of her children."
Phil/Martha 2-2230 "If elected, will your interests be for the people of NH or US? My first interests will be for the people of NH. But, I think a lot of the same issues also true for people across country - such as prescription drugs."
Sound at nursing home - prescription drugs discussion
Martha with seniors 3-2000 - " The first thing my plan would do is allow states to band together to buy drugs in bulk. This would lower costs."
Phil walks with Martha 4-2924 - Phil "Seniors have heard these promises before and nothing has materialized - how will you make a difference? Seniors are distrusting and cynical because they have heard these promises. The key is to make sure that voters raise their voices- there are a lot of pressures in Washington from the pharmaceutical companies - the effort needs to be from the grassroots and I think that's coming - I'll help them focus that message so it makes a difference."
Sounds on the bus
Phil/Martha 2-2930 - Phil "We hear a lot about downsizing government - what do you think is role of government? I think government needs to play a role in making sure that everyone is provided equal opportunities. And they should provide strong military and defense."
Clip from Rep Primary debate - "Martha Fuller-Clark doesn't know the difference between a F-15 and a M-16!"
Martha 3-25 - "I missed that one. It's a grotueteous comment. I do know we need a strong military and have been very active in helping keep the naval yard open.
Phil/Martha 3-110 - "How should the US deal with Iraq? It's a serious and difficult situation - Sadam is evil leader. I support the President on our fight against terrorism and support eliminating weapons of mass destruction. I do think we would be much more successful if we bring allies on board."
Phil/Martha 3-445 "Do you think domestic issues are being overlooked during this period? There is some talk about that - as I travel around, many people have 1-2 questions about international situations but ultimately people are anxious over how they will cope - health insurance - social security."
Narr 5 - So that's the message Martha is taking on the road.
Martha clip with Richard Gephardt - "My father died when I was 19 and my mother depended on the benefits from Social Security. It's how we survived."
Narr 6 - As another campaign day winds down, Democratic cheerleader James Carvel ratchets it back up, at this pep rally in Concord.
Sound of Carvel cheering on Martha
Phil/Martha 2-2033 - Phil "Do you think politics will be a lot different in Washington than at state level? - I don't think so here I worked in a house of 400 representatives. I have worked building coalitions. There are 120 bills passed with my name on them - I was able to reach across the isle and that's what I'll do in Washington."
Sound of campaign going by.
