Hello. I'm Richard Ager, sitting in for Allison McNair. Welcome to NH Outlook.
script iconIntro Organization Day
Return to index of stories...
On one day in every legislature, everything starts anew. The people's work lies ahead, and no one has lost a fight - yet. That day is organization day - when the NH House and Senate make decisions and choose the people who will lead the upcoming session of the NH Legislature. Here's some of what happened on this legislature's day to get organized.

SCRIPT:
Soundup: Senate Organization day tape 1 10:09:00 will you use your seat for power, or authority?
Track: Organization Day is a time to set a tone, and, with 11 new senators and over 100 new representatives, it's also a day to make some new acquaintances.
Soundup: Senate Organization Day tape 2 12:55:27 "I'm Lori O'Brien." "Larry Elliot." "I'm Kim." "We'll see more of you as the year goes on." "I'm the good one." "I'm the good twin - she's the evil one." "I am - racy."
Bite: Senate Organization Day tape 2 12:56:21 It is the first time that three siblings have served in the same legislature at the same time.
Track: Would the speaker consider putting all three on the same committee?
Soundup: Senate Organization Day tape 2 12:55:18 "Good lord, are you crazy?"
Soundup: Senate Organization day tape 1 10:0225 "now you know you're on TV."
Track: It was as much a social occasion as a political one, with at least as many family members present as legislators
soundup: Senate Organization day tape 1 10:31:20 "State your name and where you're from."
Soundup: Senate Organization day tape 1 10:31:57 "I, -------" "solemnly and sincerely swear and affirm."
Soundup: Senate Organization day tape 1 10:32:47 "Congratulations" Shaheen and councilors congratulate senators
Soundup: Senate Organization day tape 1 10:33:42 "Thank you, thank you so much."
Track: When it was time to select a new Senate president, Democratic minority leader Sylvia Larsen seconded the nomination of Republican Senator Tom Eaton.
Soundup: Senate Organization day tape 1 10:40:05 "The ayes have it and tom Eaton is elected Senate President."
Track: Eaton has only been in the Senate for three years, but he learned about the legislature at an early age as one of six sons of state senator Charles Eaton. Tom is third from the left in this photo - which he and his brothers posed for again 4 decades later. Eaton's promise to be a moderate and inclusive leader won him support over longer-serving candidates.
Soundup: Senate Organization day tape 1 10:41:30 " The past month has been a real whirlwind. I've learned that in my short time in politics that doors can swing open rather unexpectedly, creating opportunities that you never considered. Here we are today, ready to take the challenges that we were elected to solve, including the budget and the state education funding issues. I look forward to working with all of you in a bipartisan manner to tackle these issues. Together, we will put teamwork above politics, and work with the governor-elect Benson and speaker Chandler in a pro-NH agenda.
Track: Eaton says his experience as a funeral director has prepared him well for the range of egos and often wounded pride inherent in any political fight.
Bite: Senate organization day tape 3 13:44:07 I have always worked with people in my business in some of the most tragic situations, and you just try to be calm and evenhanded - and everyone is an individual and their voice does count and you let them know that - but you also have to explain why you're going when they're going another - to see if you can get some common ground.
Track: Bowing to the inevitable after a landslide Republican victory, House Democratic Leader Peter Burling made his own gesture at a new beginning.
Bite: House organization day tape 1 10:50:51 Madam chair. In the important service of collegiality and in the confident expectation of two challenging and productive years together, I now move the closing of the nomination process and the casting of one ballot for the nomination of Gene Chandler, speaker of the house.
Soundup: House organization day tape 1 10:51:20 applause wide shot
Bite: House organization day tape 1 10:55:40 We are going to have issues and disagreements that are partisan, but I am hopeful that they will not take priority and we will work on the things we can agree on in the best interests of the citizens of this great state. Every issue will have a fair debate - we'll debate those issues, we'll take the vote and hopefully we will move along. We'll agree where we can, disagree where we must, and at the end of the day and the session, let's look back on the positives and not dwell on the negatives.
Track: In joint convention, the Senate and House unanimously voted Bill Gardner in to his 14th term as Secretary of State.
Soundup: House Organization day tape 2 11:45;40 Is there a time limit for his acceptance? there he is. You made it - just 10 seconds left.
Track: The contest to become the new state treasurer was more serious.
House Organization day tape 2 12:03:19 It is a great honor that I come down here to place the name of Dave Alukonis for the position of state treasurer.
Track: Alukonis, the former chairman of the House ways and means committee, was backed by governor-elect Benson and much of Republican leadership - but was opposed by supporters of Michael Ablowich, the acting state treasurer.
Bite: House Organization day tape 2 12:00:47 We do not now have the luxury of allowing for a learning curve or on the job training at treasury in the service of political favoritism.
Soundup: Senate Organization Day tape 2 13:06:54 Michael Ablowich - new treasurer walks in to applause
Track: When the secret ballots were counted, the legislators made it clear they would make their own choice.
Bite: House organization day tape 3 13;07:38 I appreciate all your support , and very much look forward to working with all of you, and committed to maintain the treasurer as an independent, non-partisan office that is open to all of you anytime, so please feel free to come by anytime - we're happy to be of support to you…
House Organization day tape 2 11:54:12 ** Colleagues, we always begin each new term with such optimism and such great expectations. We pray that it continues.

1 As we face a new legislative year, will those last words we heard from Representative Weyler hold true - or do we need to start praying?
2: 283-117 in the House Republicans have overwhelming majorities everywhere you look - what are you going to do with them? What are Republican priorities?
3: What is the Democratic strategy? Do you feel marginalized - and how can you work toward your agenda - what are the Democratic priorities? We had a Democrat in her second term - Debra Naro - switch parties, saying it was the only
4: How will you work together to do the people's business?
5: The issues - we have a deficit - how do we close it - particularly when tough choices mean real cuts to members' districts? When they get real - and specific. And what do you cut?
Any thoughts on how the No Child Left Behind Law will affect us - some educators are warning this is a largely unfunded mandate - could cost upwards of $100 million to implement.
6: The constitutional amendment got nowhere near passing - so we face an endless future of statewide property tax - what sort of changes or adjustments might we see? Craig Benson favors a property tax cap based on income for seniors - how about one for anyone who is low income? Peter Burling has a bill to cap it at 5% of income.
7 There's a wide range of legislation - more than 1100 LSRs - from groundwater regulation to establishing a state poem.
Rep. Hess - you have some in about targeting aid to schools - and calculating the cost of an adequate education Sen. Clegg - you want to look at civil penalties for damages to communities affected by illegal drug use - explain.
There are a lot of privacy bills
There are some gambling bills - will those become more attractive as the funding crunch goes on?
Finally - if there is a small New Year's wish you could grant - would it be the bills aimed at telling telemarketers to just leave us all alone?
