We are just hours away from the first in the nation primary. The first voters are set to cast their votes in Dixville Notch just after midnight. Secretary of State - Bill Gardner is expecting record turnout in the Democratic primary vote. If his numbers hold true - it will be the largest number of Democratic ballots cast since 1992 - when Paul Tsongas beat Bill Clinton. So how did the candidates spend their last day campaigning in New Hampshire? We begin with Gov. Howard Dean. |

Today was perhaps the most important day so far informer Vermont Governor Howard Dean's race for the White House. Dean was joined on stage in Manchester by West Wing President Martin Sheen and by his wife Judy. Dean and his supporters spent the day trying to convince voters that Dean is back on track after his much publicized scream in Iowa. Dean had harsh words for the president's health care policies - and received passionate support from a man who said Dean's health care plan in Vermont helped him. |

General Wesley Clark spent his day traveling the state by bus.Clark met with supporters on the steps of Nashua's city hall. The crush of reporters following the candidate made it hard for voters to actually meet Clark. But he was able to deliver a brief message to those who turned out. |

Polls show Kucinich remains well behind the front runners in the race to win New Hampshire, he remains on target with his message to the voters. Kucinich opposes the war in Iraq, and like Howard Dean, continues to make it a central issue of his campaign. Kucinich will likely remain in the race - whatever the outcome of Tuesday's primary. |

Some twenty eight thousand Granite State students have already cast their vote for their candidate of choice. One-hundred and fifty-six New Hampshire schools participated in the first ever New Hampshire Public Television mock PRIMARY election. On Friday, several schools came here to NHPTV studios to hear some guest speakers talk about the campaign and to participate in a mock caucus. Celene Ramadan was there. |

"John Kerry is the best! Number one from East to West! Go Kerry!" "Here we go John Kerry ALL THE WAY!" "Dean, Dean, he's not mean! He's so keen vote for him because he likes jellybeans!" TRACK - It's not everyday that you hear kids cheering for political candidates -but, remember, this is New Hampshire. Since they're not of age to vote in our state primary - they're voting in their own primary. Laura Kessler We're very special that we're the first in the nation primary and we took that opportunity to have the first ever New Hampshire primary mock election. The idea behind this mock election event is that we're giving the students in New Hampshire the opportunity to learning about the New Hampshire primary. And the significance of being the first in the nation primary. TRACK - Students who gathered at New Hampshire Public Television got to hear several guest speakers representing candidates. John Kerry's sister spoke and made her case as to why her brother should be the next president. "It's very strange to be standing up here saying my brother is running for president.I think he's the person we need right now. " Susan Adams - "If you voted for Howard Dean, if you would go stand right in that corner - right out of there. TRACK - To get the conversation started, the schools simulated a caucus. Susan - We're going to break in to groups of seven. So you have to have seven people. 3 groups of 7. Some groups already have 7 people some don't if you don't have 7 you're going to either convince people to join your group On your mark, get set, Go! TRACK - The Kerry and Clark groups were the largest. The Dean group was short a few members, so Danielle Gaudette started recruiting. Danielle - I think that people that you guys should join Dean because I think he has better ideas than Kerry and and I feel that Dean is a true democrat where as Kerry is a democrat/republican. Cameron - I'm not moving, I'm sorry. Danielle - He wants better healthcare he wants to do tax cuts. He wants to repeal tax cuts for the wealthy. Boy - And give them to who? Danielle - He wants to put it back into the middle class and help get out of debt. Boy - What about the poor class? Danielle - I don't know Celene Have you had any success so far? Danielle No, not really. I've only gotten two people over so far and we've had more people leave than I have gotten to come with us, so. TRACK Even during the break, the recruitment continued over pizza. Danielle I'm hoping maybe if I bug them they'll come right to Dean. - I'd have fallen for her "bugging" if I wasn't for Kerry! - I almost switched - but then I decided not to because Wesley Clark's better! TRACK - Will the Kerry camp change their minds and switch to Dean? - No, no, no. Dean scares me. - Me too. - I think Kerry has a few better ideas than Dean. - His sister was convincing. -It's over my heart I can't change. TRACK - After pizza, the students were then asked to compile lists of what characteristics make up the perfect presidential candidate. - I don't know about you guys but I think the perfect candidate would definitely be pro-life. Instead of pro-choice. - What does that mean? Girl - You're against abortion. That you think it's not right. - What's abortion? Girl - It's sort of like when you don't want a baby, you have a doctor kill it. Girl 2 - Well…it's kind of different. Before it's actually a baby. I guess. Girl 3 If you're pro-choice then people would be able to make their won decisions whether or not they're for abortion or not - but they can make their won decisions. - It should be up to the person who has the baby. - So they should be pro-choice. Boy - Because, uh, the president shouldn't be making decisions for people. TRACK - Then at the end of the night, the results of the election were announced. Nick Donahue - The winner of the New Hampshire primary mock election with those 5,000 votes 28% of those polled. Senator John Kerry of Massachusetts. TRACK - The thrill of victory. A CANDIDATE. WHEN WE GO AND VOTE THIS TUESDAY, MOST OF US WILL THINK THAT WE'RE VOTING FOR CANDIDATES. BUT IN FACT WE'RE VOTING FOR DELEGATES. NEW HAMPSHIRE DELEGATES WHO WILL GO TO THEIR NATIONAL PARTY CONVENTION THIS COMING SUMMER AND PICK A NOMINEE FOR PRESIDENT OF THE UNITED STATES. THAT BRINGS UP A WHOLE BUNCH OF QUESTIONS ABOUT THESE DELEGATES. WHO ARE THEY? WHERE DO THEY COME FROM? WHO DECIDES HOW MANY? SINCE THIS PROCESS IS THE SAME FOR THE REPUBLICAN AND DEMOCRATIC PARTIES AND SINCE THE COMPETITIVE RACE IS ON THE DEMOCRATIC SIDE, I DECIDED TO SEE KATHY SULLIVAN WHO IS THE CHAIR OF THE NEW HAMPSHIRE DEMOCRATIC PARTY FOR SOME ANSWERS. THIS IS ALL ABOUT THE DELEGATES, RIGHT? THAT'S RIGHT. TELL ME WHY. WELL, WHAT HAPPENS IS WE HAVE A NOMINATING PROCESS WHERE A CANDIDATE HAS TO RECEIVE A CERTAIN NUMBER OF DELEGATE VOTES AT THE CONVENTION SOME SUMMER TO BECOME THE PART'S NOMINEE. WHAT HAPPENS DURING THE PRIMARY IS DELEGATES ARE AWARDED BASED ON THE RESULT OF THE PRESIDENTIAL PREFERENCE THAT'S EXPRESSED AT THE PRESIDENTIAL PRIMARY ON THE 27th. HOW MANY DELEGATES DOES NEW HAMPSHIRE GET AND FROM WHOM DO THEY GET THEM? NEW HAMPSHIRE HAS 27 TOTAL DELEGATES AND THEY'RE BROKEN DOWN IN A COUPLE OF DIFFERENT WAYS. LET'S ANSWER THE OTHER QUESTION FIRST. WHO DECIDES THAT WE GET 27 DELEGATES? THE 27 DELEGATE NUMBER IS PART OF THE DEMOCRATIC NATIONAL COMMITTEE RULES AND BY-LAWS. THE DNC HAS ITS OWN RULES AND BY-LAWS PROCESS THAT DETERMINES HOW MANY DELEGATES ARE AWARDED TO EACH STATE. BY AND LARGE IT'S BASED UPON POPULATION. IN ADDITION TO THAT THERE'S OTHER FACTORS THAT GO IN ABOUT ELECTORAL REPRESENTATION IN CONGRESS, DEMOCRATIC GOVERNORS AND SOME OTHER FACTORS. WHO ARE THESE DELEGATES? HOW ARE THEY SELECTED IN NEW HAMPSHIRE? IT'S A VERY INTERESTING PROCESS. IN FACT, I HAVE THIS NEW HAMPSHIRE DELEGATE SELECTION PLAN WHICH IS A LENGTHY DOCUMENT WHICH WENT THROUGH SIX DRAFTS BEFORE WE ACTUALLY GOT IT IN PLACE AND APPROVED BY THE DEMOCRATIC NATIONAL COMMITTEE. THERE IS A PROCESS THAT WE GO THROUGH. EARLIER IN JANUARY, EACH OF THE CANDIDATES HAD A CAUCUS IN EACH OF THE TWO CONGRESSIONAL DISTRICTS. IN EACH OF THOSE CAUCUSES, SEVEN INDIVIDUALS WERE ELECTED TO BE DELEGATES FOR EACH CANDIDATE. ONCE THE PRIMARY TAKES PLACE, ANY CANDIDATE WHO RECEIVES AT LEAST 15% OF THE VOTE IN ONE OF THE CONGRESSIONAL DISTRICTS IS ENTITLED TO A PORTION OF THE DELEGATES FOR THAT DISTRICT. IF YOU DO NOT RECEIVE AT LEAST 15% IN EITHER OF THE TWO DISTRICTS, YOU DO NOT GET A DELEGATE. THEN THAT GROUP OF 14 PLAYS A ROLE IN APRIL. THAT GROUP OF 14 ELECTS FIVE ADDITIONAL AT-LARGE DELEGATES. THOSE DELEGATES ARE AGAIN AWARDED ON THE BASIS OF THE PRESIDENTIAL PREFERENCE EXPRESSED IN JANUARY. THAT'S FIVE. IN ADDITION TO THAT GROUP, THAT ORIGINAL GROUP OF 14 ALSO ELECTS THREE INDIVIDUALS WHO ARE CALLED PLEDGED PARTY LEADERS, ELECTED OFFICIALS. SO THAT'S 8 PLUS 14 GETS US UP TO 22. IN ADDITION TO TO THERE'S ONE DELEGATE WHO I AS PARTY CHAIR GET TO NOMINATE. THE FINAL FOUR DELEGATES ARE THESE SO-CALLED SUPER DELEGATES. THOSE ARE OUR NATIONAL COMMITTEE MAN AND WOMAN, MYSELF AS PARTY CHAIR AND THEN THE NEXT HIGHEST ELECTED OFFICIAL IN THE DEMOCRATIC PARTY OF THE OPPOSITE SEX FROM THE CHAIR. WHICH MEANS THAT IT'S RAYMOND BUCKLEY WHO IS THE SECOND VICE CHAIR OF THE STATE PARTY. NOT IN THE AMERICA. NOW AS THE PRIMARY SEASON PROGRESSES, SAY, JOHN EDWARDS DROPS OUT. WHAT HAPPENS TO HIS 14 PLEDGED DELEGATES? IF SENATOR EDWARDS HAS A SHARE OF DELEGATES AND DOES NOT MOVE ON TO THE NATIONAL CONVENTION, WHAT TYPICALLY HAPPENS IS HE WOULD RELEASE HIS DELEGATES. IF IT APPEARS THAT THERE IS A PRESUMPTIVE NOMINEE AT THAT POINT TYPICALLY HE WOULD ASK THAT HIS SHARE OF THE DELEGATES WOULD SUPPORT THE PRESUMPTIVE NOMINEE. IF THERE IS NO PRESUMPTIVE NOMINEE, HE COULD AT THAT POINT SAY PLEASE SUPPORT WHOEVER YOU WANT TO. I'M NOT ASKING YOU TO SUPPORT ANYONE. THEY BECOME FREE AGENTS AT THESE CONVENTIONS. THEY BECOME FREE AGENT AT THE CONVENTION. WAS IT ALWAYS THIS COMPLICATED? NO. IF YOU GO BACK, IN FACT, MY UNDERSTANDING IS THAT FROM BILLY GARDNER THE SECRETARY OF STATE'S NEW BOOK IS THAT CONVENTION PROCESS IS THE BRAIN CHILD OF NEW HAMPSHIRE'S ONLY PRESIDENT FRANKLIN PIERCE AND THAT IT WAS AN EFFORT TO GET SOME MORE INPUT FROM THE STATES TO HELP NOMINATE A CANDIDATE TO BECOME PRESIDENT. KATHY, THANK YOU VERY MUCH FOR CLEARING THIS UP FOR ME. I DON'T KNOW IF I CLEARED IT UP OR NOT. MADE IT'S MORE CONFUSION. THANK YOU FOR HAVING ME.
