I LEAVE HILLSBOROUGH WITH NO ORDINARY REGRET WROTE FRANKLIN PIERCE. IT IS HIS BIRTH PLACE AND WHERE AS A CHILD HE LEARNED ABOUT AMERICAN INDEPENDENCE. IN 1853 FRANKLIN PIERCE BECAME AMERICA'S 14th PRESIDENT. HOW DO WE RATE HIM? WELL UNFORTUNATELY HE WAS A MAN OF GOOD PERSONALITY, HIGH ETHICS, MORALS AND SO FORTH, BRAVERY, GOING INTO GOING INTO A JOB BEYOND HIS CAPACITY. Reporter: HE WAS A DEMOCRAT. HIS PUBLIC SERVICE INCLUDED STATE AND FEDERAL POLITICS. IN 1852 WITH THE DEMOCRATIC PARTY IN A STALEMATE OVER WHO WOULD BE THEIR PRESIDENTIAL NOMINEE IT WAS PIERCE WHO WOULD BE CHOSEN. BY VOTING FOR PIERCE, THEIR ATTITUDE WAS SINCE I CAN'T HAVE MY MAN, YOU CAN'T HAVE YOURS SO WE'D HAVE TO HAVE A DARK HORSE. BUT WE KNOW HOW TO RUN THE PARTY AND THE DARK HORSE WILL JUST SIGN THE PAPERS FOR THE LEGISLATION WE PUT OUT. BUT THEY DIDN'T TELL PIERCE. SO PIERCE COMES IN THINKING THAT THE COUNTRY, ALL THE THREE STATES I CARRIED, THE COUNTRY WANTS ME. I'M GOING TO BE PRESIDENT. SO HE DIDN'T KNOW THAT THEY WERE INTENDING TO IGNORE HIM. Reporter: AT THE TIME MEMBERS OF CONGRESS COULD SERVE ONLY TWO TERMS. THIS POSED A PROBLEM FOR YOUNG PIERCE. PIERCE WHO HAD BEEN A CONGRESSMAN AND SENATOR BEFORE THAT BY THE TIME HE GOT BACK TO WASHINGTON THERE WAS HARDLY ANYONE THERE HE KNEW. AND FOR THAT MATTER A LARGE NUMBER OF THE CONGRESSMEN AND SENATORS RETURNING TO WASHINGTON RETURNED WITH A LOT OF NEW PEOPLE THEY DIDN'T KNOW. SO HE CAME TO RUN A COUNTRY WHERE A LARGE PART OF CONGRESS AND SENATE IN AN AGE WHEN COMMUNICATIONS ARE POOR AND THEY DIDN'T TRAVEL AT MUCH AND DIDN'T KNOW AS MUCH ABOUT OTHER REGIONS OF THE COUNTRY. WE DIDN'T KNOW EACH OTHER. WHAT PIERCE DID WAS HE WANTED TO BE A PRESIDENT FOR THE PEOPLE. HE HAD BEEN A SUCCESSFUL POLITICIAN. IF HE HAD BEEN MADE GOVERNOR OF THE STATE, THAT WOULD HAVE BEEN DIFFERENT. I THINK HE WOULD HAVE BEEN A POLITICIAN. HE KNEW THE PEOPLE HERE AND HE KNEW HOW TO RUN THE POLITICS TO GET HIS POINTS ACROSS. BUT AT THE FEDERAL LEVEL I THINK WHAT IT AMOUNTED TO WAS HE THOUGHT I HAVE TO BE MORE THAN THAT FOR THE COUNTRY. THIS WAS REALLY HIS UNDOING BECAUSE WITH HIS OWN PARTY NOT WANTING TO LISTEN TO HIM AND, OF COURSE, THE OPPOSITION NOT WANTING TO COOPERATE NECESSARILY, HE CAME IN TO A REAL STALEMATE OF WHAT COULD HE DO? HE'S BEEN LISTED AS ONE OF OUR WORST PRESIDENTS BUT I DON'T CARE IF YOU NAME THE BEST OF OUR PRESIDENTS, IF THEY CAME IN IN A SIMILAR CIRCUMSTANCE, IF THEY CAN DO ANY BETTER. Reporter: PETER BECAME PRESIDENT JUST SEVEN YEARS BEFORE THE AMERICAN CIVIL WAR STARTED. IN THE WESTERN TERRITORIES THERE WAS A FIGHT ALREADY UNDERWAY. THE KANSAS-NEBRASKA ACT OF 1854 ALLOWED SETTLERS TO CHOOSE WHETHER TO ALLOW SLAVERY OR NOT. ONE VERY IMPORTANT THING HE DOESN'T GET CREDIT FOR BECAUSE IT'S A NEGATIVE, HE WAS POPULAR IN THE SOUTH. HE WAS A PERSON WHO THOUGHT SLAVERY WAS WRONG AND AT THE SAME TIME THOUGHT AS LONG AS THE CONSTITUTION SAYS IT'S LEGAL, HE WAS A STRICT CONSTRUCTIONIST AND HE WAS A LAWYER SO HE FELT THE NEED TO ENFORCE THE LAW WHICH GOT HIM IN ALL KINDS OF TROUBLE WITH PEOPLE WHO SAID FORGET THE LAW, IT'S IMMORAL. HIS ATTITUDE WAS, CHANGE THE LAW AND I'LL ENFORCE IT THE OTHER WAY. SO WHAT DIDN'T HAPPEN, HE DOESN'T GET CREDIT FOR. BUT IF HE HAD BEEN LIKE SOME OF THE RADICAL REPUBLICANS AT THE TIME THAT HE CAME INTO OFFICE TO BEGIN WITH, A SPLIT MIGHT HAVE OCCURRED THEN AND WE MIGHT HAVE TWO COUNTRIES NOW WITH ALL THE CONSEQUENCES OF IT. THE SOUTH MIGHT BE GOING THROUGH NOW WHAT SOUTH AFRICA IS GOING THROUGH. LET'S GIVE HIM MORE CREDIT THAN I THINK THAT THE RECORD HAS UP TO THIS TIME GIVEN HIM. Ice Fishing - Music with nat sound as Arnie loads up sled. Arnie: Normally I would use a hand auger but the ice has gotten so thick that we'll just kind of cheat and use this. It's a lot quicker, This is just a basket with my fishing equipment. And some bait. And I'll take a chair to sit on. And we'll take some traps. We'll see if we can catch anything with those. Willem VO Arnie Kenneson has been ice fishing for more than 50 years. Arnie VO I started when I was a little kid. I remember my dad taking me. I grew up in northern New Hampshire Low angle wide shot looking out onto lake as Arnie comes by camera dragging sled. And continues on away from camera. Super Wheelright Pond Music trailing out as we hear sync sound of drilling holes in the ice. wide and tight shots of drilling holes. Arnie lots of times you'll drill maybe 10 holes 15 holes whatever, And move from one to the other. Maybe 10 minutes later you'll go back and visit one of those holes and all of the sudden bingo you're in the fish… Fish definitely turn on at different times. And I don't think anybody knows what the reason is. Arnie sitting in chair at a hole jigging as he talks. Good place for name super. We also can use some cutaway close ups on the pole as he jigs. Nat sound / maybe bring some music back up. scenic shots of the lake with Arnie fishing various Arnie - fishing for the black crappies will at certain times and you talk to different individuals everybody has there own ideas. But it seems to work out that about 9 or 10 o'clock in the morning they will kind of move up from the bottom. Say you had 30 feet of water they move up to half way to the surface. And they call it suspending And many times you'll be fishing like this on the bottom and what I'll generally do is take a few cranks up and raise it up aways and fish a little and raise it up some more. And sometimes truely half way up you'll hit fish Arnie on camera Arnie Pretty good fish… It's a bass! Willem VO Although solitary ice fishing can be very relaxing and satisfying, it also make a great family activity. It's a way for lots of people to get out on the water without a boat. More shots of workshoppers doing stuff. D Mark Beauchesne - We actually probably have about 24 feet of water underneath us right now. That would be my guess. And we have a sandy bottom and we've got a beach area here. So, we're looking at maybe some rainbow habitat, lake trout, cusk. Mark standing with group around him on the ice., Mark - Within the classroom they learn about safety and proper equipment to wear. The baits choices and of course a lot about fish ID and where we're going to find these fish. We talk about winter pond ecology - what's happening underneath the ice. Alot of people take a look at the frozen surface and say the fish what - do they take a nap do they go to sleep do they hibernate? They don't understand that there's still life going on down there. We talk about why it's happening and why the water's a little bit warmer as you go deeper. And turnover in the fall and things like that. Mark On Cam standing on the ice. Nat sounds of workshoppers as they are setting up and tending holes. various shots of workshop folks Mark - you want to hold onto it really good and as soon as it breaks through let off the throttle and pull it straight up. You'll be surprised at how much ice is here; Mark with group demonstrating how to dig hole with power auger. Mark - This year alone we've had 400 people through the ice fisning programs. The average is about 600. That's a lot of people going out and learning about ice fishing. Mark on Cam standing on the ice. Music? Arnie: Again with the technology in clothing materials and insulation. You know it used to be that down was definitely the warmest and it probably is right up there on top. But now some of the synthetic mateials and insulation are just - it's unbelievable. I mean you can, I could dress up and lay down right here on the ice and go to sleep and be perfectly comfortable. I used to ski all the time and I've given that up.And now I just look forward to a half way decent day and. Sure it's always a little sweeter when the fish bite. WE HAVE A DEVICE CALLED A SPUD. I'VE GOVERNMENT ONE RIGHT HERE. IT'S A LONG IRON BAR THAT ALLOWS ME TO STAND OFF THE ICE ON THE SHORE WHERE IT'S SAFE AND GIVES ME THE REACH. I'LL THUMP THAT ICE AS HARD AS I CAN A GOOD THREE TIMES AND IF IT DOESN'T BREAKTHROUGH AND I SEE WATER OR IF I DON'T SEE WATER I WILL STEP OUT TO THAT SPOT AND CHISEL AWAY UNTIL I SEE ADEQUATE ICE. FOR ME PERSONALLY I'M A PRETTY BIG GUY. I LIKE TO SEE FOUR OR FIVE INCHES OF ICE. I'M GOING TO CONTINUE CHECKING THE ICE AS I WORK MY WAY ON TO THE POND OR LAKE OR WHAT HAVE YOU. WELL, I WOULDN'T RECOMMEND IT AT ALL UNLESS YOU GET AT LEAST 20 INCHES OF ICE. SOME PEOPLE OUT THERE THAT WILL GO ON 10 OR 12 BUT 20 INCHES BEFORE I'LL BRING MY VEHICLE OUT THERE BECAUSE I PAY FOR INSURANCE. WE ALL DO. Reporter: IN NEW HAMPSHIRE IF YOUR VEHICLE SINKS THROUGH THE ICE YOU HAVE TO GET IT OUT, RIGHT? YEAH, WE'RE RESPONSIBLE FOR IT. THERE COULD BE SOME ENVIRONMENTAL CONCERNS THERE ALSO. WE DON'T WANT TO IMPACT THE ENVIRONMENT IN THAT WAY. WE WANT TO BE A POSITIVE INFLUENCE WITH THE ENVIRONMENT. IF YOU'RE OUT ON THE ICE, A LARGER LAKE, WINNIPESAUKEE AND YOU VENTURE OUT AND YOU HAVE SOME SORT OF SNOW SQUALL COME UP OR SOMETHING LIKE THAT, EVERYTHING WILL LOOK THE SAME. HAVING A COME PASS KNOWING HOW TO READ A COMPASS MAKES A DIFFERENCE. I DIDN'T TODAY BECAUSE I'M ON A LITTLE MINE TINY POND. IN THE EARLY SPRING, EVERYTHING LOOKS THE SAME AT EYE LEIF. TRACKS ARE EVERYWHERE. EVERYBODY'S FOOTPRINTS LOOK THE SAME AFTER A WHILE. MOST IMPORTANTLY IS IT'S GOING TO GET ME TO MY SPOT WHERE I CAUGHT FISH LAST YEAR. IT'S ONE OF THOSE ADVANTAGES. FORTUNATELY, WE'VE COME OUT TODAY AND WE HAVE SOME SNOW COVER AND IT'S EASY WALKING BUT QUITE OFTEN WE HAVE YEARS WHERE WE DON'T HAVE THE SNOW COVER NECESSARILY. WE JUST HAVE SLICK ICE. WE NEED SOMETHING TO GIVE US SOME GRIP ON THE ICE. Reporter: DO YOU HAVE SOMETHING? WE DO. WE HAVE SOMETHING CALLED CREEPERS. OR CRAMP ONONS. Reporter: JUST SLIP THEM ON THE BOTTOM. BETTER THAN GOLF SPIKES. THEY SLIP RIGHT ON TO THE BOTTOM OF YOUR BOOTS. IT ALLOWS YOU TO GET ACROSS THE ICE SAFELY. DRESSING IN LAYERS, WOOL SOCKS ARE THE BEST. THERE'S BEEN SHALL SCIENTIFIC STUDIES ON IT AND SAY THEY DO HOLD THE HEAT MUCH LONGER. GOOD THERMAL UNDERWEAR. INSULATING HEAT OUTSIDE. SOMETHING TO BLOCK THE WIND. YOU DON'T NECESSARILY HAVE TO HAVE A HIGH-TECH GORE TEX FABRIC. EVEN RAIN GEAR WILL DO THE JOB BLOCKING THE WIND. GOOD BOOTS. KEEP YOUR FEET WARM AND DRY. THINGS LIKE THAT. THE MOST IMPORTANT PIECE OF EQUIPMENT IS THE HAT. WE LOSE A LOT OF HEAT THROUGH OUR HEAD AND A LOT OF PEOPLE. HEAT RISES. I CAN'T ARGUE WITH THAT. THE FACT OF THE MATTER IS OUR SKULL IS THERE AS A GREAT IMPACT PROTECTOR BUT IT'S A TERRIBLE INSULATOR SO WE PUT A HAT ON OUR HEAD AND IT KEEPS US THAT MUCH WARMER. I SEE YOU'RE WEARING MIGHTEN TODAY'S. Reporter: YEAH, I WEAR MITTENS ALL THE TIME. MITTENS ARE MUCH WARMER THAN GLOVES BUT IT KIND OF RESTRICTS YOUR MOVEMENT. WE'RE OUT HERE TO ICE FISH. WE NEED TO OPERATE SOME TOOLS AND USE HOOKS AND RODS AND THINGS LIKE THAT. WE NEED THE MOBILITY. GLOVES WORK. THEY WORK FINE BUT THEY'RE NOT AS WARM. I LIKE THE HOBO STYLE FLIP TOP MIGHTEN.
