Hello. I'm Beth Carroll. Welcome to New Hampshire Outlook. The latest Education Funding Formula may soon become LAW -- but, the debate is far from over.
Almost all would agree there's no quick fix to the state's school funding dilemma. Even band-aid approaches are subject to court challenge. Communities on the losing end of the latest school funding equation are already threatening to file suit. They're unhappy with the "donor-town" system, which remains in tact, despite state promises it would be eliminated.
The issue was equally divisive in the Legislature. Looking to avoid consitutional issues that would thrust the debate into the courts -- the Senate opted to fill the education funding gap by bringing back the "donor" town system.

SB 302 - which is expected to become the law of the land -- again, splits the state into a minority of "donor" towns with high real estate values. and a majority of "receiver" towns with lower property values.
Donor towns would be forced to hand over extra tax money for education in "receiver" towns.
The funding formula also "increases" the state property tax 9-cents higher than was expected.

This is the season for graduations.
As part of a long-standing tradition, graduating ROTC cadets can choose the officer to perform their swearing-in.
At the University of New Hampshire recently a cadet asked that the person be her dad who's currently in Tikrit, Iraq.
The ROTC went to the university's Distance Education director and asked for help.
Here's what happened.

Second Lt. Wentz is a recent graduate of the St. Anselm's College nursing program.
She completed her ROTC training at the University of NH.
She's on her way to Texas as part of the Army Nurse Corps.

Finally, even though it's still more than a year away, plans for the 100-th anniversary of the signing of the Treaty of Portsmouth are already underway.
In 19-05 the eyes of the world were on Portsmouth as Japanese and Russian delegates worked to end the Russo-Japanese war.
Recently a committee to build a permanent memorial to the event launched their campaign at the Wentworth By The Sea hotel in Newcastle.
The same hotel where the delegates stayed in 19-05.
Chip Neal has the story.
