Hello, I'm Beth Carroll welcome to New Hampshire Outlook.
As President-elect Obama prepares to take office, he will be receiving a lot of advice on how to tackle the issues facing the country.
One source he may pay attention to is "Memo to the President", a new book by former Clinton Secretary of State Madeleine Albright.
The book gives a tough assessment of the Bush administration and addresses how America should alter its foreign policy to improve its world standing.
Secretary Albright was in Portsmouth one week before the election for the "Writers on a New England Stage" program at The Music Hall.
Outlook's Richard Ager spoke to her while she was in town.

The recent financial crisis may be punishing, but dropping oil prices have provided some much needed relief with heating costs.
Still, many families will be struggling to pay their fuel bills when the cold weather hits.
The state's Office of Energy and Planning offers a weatherization program that helps low-income families stay warm for less.
Outlook's Phil Vaughn takes us to New Durham for an energy audit that may also help "you" save on your heating bill.

The USS NH, the Navy's newest fast-attack sub, has been christened, commissioned and is ready for service.
The boat and its crew were welcomed in Portsmouth Harbor for the official commissioning ceremonies October 25th.
This is the 4th ship to carry the NH name -- and, its a great source of pride for an area which is home to the nation's first public shipyard.
The ceremonies, which are steeped in tradition, drew a huge crowd.
The principal speaker Senator Judd Gregg spoke of how interwined the history of Portsmouth was with the history of the Navy.

SOT: missiles. How fast can it go?
SOT: 4:48 / Mini tape 1 Stanley Gwudz: We're not allowed to tell you. but its fast.
TRK2: so.how does "this" sub differ from its WW2 counterpart.
3:20 diesel versus nuclear power.
TRK3: & don't forget cutting edge design and technology.
Sot: 6:00 Stanley: we now have totally electronics system now, no paper charts.
TRK4: The NH is the first ship built by Groton-based Electric Boat in 4 sections: bow, stern and 2 mid-sections. In this time laspe photography provided by general dynamics. Most of the modular cylinders were built by EB's Rhode Island Facility and transported to CT by barge. It makes for easier and faster construction. So, what does that mean for NH?
SOT: 15:44 she's getting one of the finest boats ever built and in record time.
15:58 whats it like handing over boat you worked so hard on
16:15 it's a proud moment.satisfying to see boat sail down river and go out and do its job. 16:25
TRK6: 377 feet long with a 34 foot beam, the USS NH carries a 2.4 billion dollar price-tag. Where are all those taxpayer dollars going? We went on board to get a closer look with Chief of the boat Glen Kline.
SOT: 29:49 29:49 this here is the control room
this is nerve center of the ship this is where we control the speed, the depth we track some of our contacts from side of control rom, navigate here.
TRK7: Gone is the traditional periscope we've all seen in the movies.

currently no women allowed.
SOT: 43:02 THIS IS our lock ut trunk…this will support delivery of special forces, 9 personnel can exit here.definelty improvement to allow elements of other services to use sub as delivery platform 43:29
TRK10: Crew members like James Guild must be able to repair and maintain every system on the sub.
SOT: 47:17 you have to know every system on board.47:27 it takes about a year to learn all that stuff … when you learn that , pass board, get these things called dophins
everybody on crew must get it to stay on submarines :38
46:33 this is the machine room we
46:40 these pieces of equipment right here …are called.burners.co and hydrogen use to get ride of it 46:50 ***
47:40 you're Portsmouth guy…did you apply to be on Uss Nh.may be last boat, also built Va…Be on NH LAST BOAT fitting might retire, 20 year point… probably retire 48:04
TRK11: Others are just starting their careers.
1:57 is this your first mission…first boat.
Yes, it is its my first boat.
TRK13: Like all the crew members Donnie Carmichael volunteered for submarine duty.
3:10 You always have to volunteer for submarines, so …everyone who is here wants to be here. Just the idea of working under the water and doing secret spy stuff is appealing to some people.
00:03:23 APPEALING TO YOU?
00:03:23 Yes.
TRK14: This is Concord native Ryan Bourrie's first boat too.
00:07:38 I'm a navigation and electronics technician. Basically I'll be navigating the boat, or helping. And doing maintence on interior communication circuits, which help communicate with the mechanics of the boat, and helping them run.
SOT: How would he describe life on a sub?
00:09:14 I would say that the boat is very cramped and I hit my head a lot.
00:09:19 HOW TALL ARE YOU?
00:09:20 I'm 6 foot 3.
00:09:22 TIGHT QUARTER THERE FOR YOU GUYS.
00:09:23 Yes Mam.
TRK16: Tom Chase works in the part of the boat they don't let you see.
00:04:1 I am the reactor operator for the good ship New Hampshire.
TRK17: Details about the nuclear reactor is classfied.
00:04:41 FAMILY MAN? IS THIS TOUGH TO BE CONTEMPLATING GOING AWAY FOR LONG STRETCHES?
00:04:47 Alittle bit. We've practiced it, been married alittle over four years, been through both boats, used to it now, but still difficult.
SOT: 26:00 Are you ready to go out.
More than ready…dying to get out.
TRK19: As for critics who question the relevance of submersible warships in this post-cold war era….
24:05 we're in high demand.can't fill all requests we're asked to do…that's why we're the silent service…can't always talk about the good things we're doing:20
TRK20: The Navy argues fast attack subs are vital in the war on terror.
:55 it has anti sub warfare capabilities as well as surveillance and intelligence…big mission of subs in peace time.and we're good at it.
TRK21
NATS of christening:
TRK22: There is always a lot of fanfare when a boat is christened with Navy brass on hand….
TRK23: Dignitaries like NH Congresswoman Carol Shea Porter.
SOT Shea Porter 14:52:16/ NH has come to pick up the keys.
TRK24: and Boat sponsor -- Cheryl McGuinness of Portsmouth.
SOT: a day in history.granchildren read in books.
TRK: Her husband died on 9-11 when his plane hit the World Trade Center.
SOT: So I ask…what is a true hero look like to me.? Well, I believe I'm looking at not one, but I'm looking at many heroes.you all are my heroes.
00:04:34 I'm excited, looking forward to serving on the ship that bares the name of my state.
17:23 Wish them well. And get home safetly
Cheryl: May God Bless each of you,
SND UP OF NH SONG.cap
15:27:17 and May God bless the USS NH.
TRK14: VA class subs are called the ultimate eavesdropper - they're able to pickup what satellites can't
