Hello, I'm Beth Carroll welcome to New Hampshire Outlook.
We're coming to you from the NH Political Library in Concord -- a fitting
backdrop as we talk about the big political story this past week:
President Obama's recruitment of Sen. Judd Gregg to be his commerce secretary.
It's been one of the most surprising developments of this political year.
That recruitment set off a series of events and negotiations that culminated this week.
As Outlook's Richard Ager tells us, the rumors became official on Tuesday.

Gregg/Newman Script
Bite: Obama CNN Clearly Judd and I don't agree on every issue, like who should have won the election, but we do agree on the urgent need to get American business back on there feeis
Track: The deal was announced first in Washington.
Bite; CNN 01:05:26 This is not a time for partnership. This is not a time when we should stand in our ideological corners and shout at each other. This is a time to govern, and govern well. And therefore, when the president asked me to join his administration and participate in trying to address the issues at this time, I believed it was my obligation to say yes and I look forward to it with enthusiasm. 01:05:53
Track: A few hours later, the deal was sealed in New Hampshire.
Soundup: Newman Disk 16:33:00 Lynch and Newman enter to applause
Track: Under NH law, Governor John Lynch could have chosen anyone he liked to succeed Sen. Gregg.
Soundup: Newman Disk 16:33:20 …I intend to name Bonnie Newman…until next election.
Track; So he wasted little time in explaining why he chose a Republican.
Bite: Newman Disk 16:34:35 Sen. Gregg told me several weeks ago… said he would not resign his seat in the U.S. Senate and join the Obama Administration if it changed the balance of the Senate. I understand and support President Obama's commitment to bipartisan cooperation in these challenging times. I respect Senator Gregg's desire to serve our nation in President Obama's cabinet.
Bite: Newman Disk 16:35:00 Although I never discussed with the White House whom I would appoint, when I spoke to officials there last week, they made it clear to me that they understood and accepted Sen. Gregg's conditions for service.
Track: But Lynch also had his own conditions for the appointment.
Bite: Newman Disk 16:38:35 Bonnie has assured me that she will not run for the U.S. Senate in 2010, and she will not endorse any candidates for Senate in 2010. I have full confidence that as a member of the U.S. Senate, Bonnie's decisions will be thoughtful and reasoned, governed not by partisanship but by what she believes is in the best interests of New Hampshire and the nation, and it's now my great pleasure to introduce Bonnie Newman. 16:39:28
Bite: Newman 16:39:40 I must admit that in my wildest dreams, it never occurred to me that we would be standing here today…for your confidence
Track: Newman has never run for office, but she has extensive govt. experience, with senior positions in the Reagan and Bush Senior White House. Most recently, she was interim president of UNH.
Bite: Newman Disk 16:39:55 …I commit to the citizens…not as a caretaker…to fulfill the trust the governor has placed in me today….we are at a critical time in our nation's history.
Track: The first question - about Newman's position on abortion rights - made it clear that with no voting record on issues, many questions remain about the new senate appointee - which she promised to answer.
Bite: Newman Disk 16:45:10 I am careful to stay away from broad characterizations but if I must, I would describe myself as a reasonable Republican, some of you may call me a moderate Republican and that would be true. I don't know if that is helpful…get into more specificity.
Track: Response to the appointment among some Democrats was muted.
Bite: Newman Disk 17;17:56 I think that Gov. Lynch has responded to President Obama…this is a condition of that…we're pretty lucky …step up and …for our country.
Track: With the Senate seat open next election, Republicans are already thinking ahead.
Bite: Newman Disk 17:15:328 This is politically no different than if Sen.Gregg has simply announced his retirement as many of his colleagues have done in recent months. So Republicans will be turning their attention back to John E. Sununu. I don't think he was defeated for any particular reason having to do with him. In fact, I think the average NH voter would like to have him back serving in the senate - even with Jeanne Shaheen. And wouldn't that be interesting?
Bite: Newman Disk 17:19:43 WHAT DOES THIS DO FOR THE PROSPECTS OF DEMOCRATS NEXT YEAR? I would expect a very vigorous…lots of choices for everyone.
Track: For her part, Bonnie Newman says two years and out is liberating.
Bite: Newman Disk 17:22;10 Because I have no interest in pursuing a future elective office, I'm in a wonderful, wonderful position. I can go to Washington right now and do what I think is right for the country. I don't have to curry favor because I'm worried about the next election.
Track: For NH Outlook, I'm Richard Ager.

Newman may not be thinking about the next Election -- but
you can be sure state party leaders "are" giving it a lot of thought.
What will Gregg's departure from the Senate mean for NH -- and, what are the implications for 2010?
Here to talk about that. Political Analyst, James Pindell. Dean Spilliotes, a political analyst and author of the political blog NHPoliticalCapital.
and, Kevin Landrigan, the statehouse reporter for the Nashua Telegraph.

Q REACTION when you heard the news?
Q Kevin: Word picture of Tuesday's announcement.
Q Gregg made it clear.wouldn't take job if it affected BALANCE of power in the Senate. Some say gregg should have taken position without any pre conditions.
Q Gov said he hadn't thought of anyone else for the Senate Seat. But, if there had been no pre-condition would he have appointed a democrat?
Q A lot of Behind the scenes deal making in this appointment. Some have asked the question.what does Gov Lynch get out of this?
Q Bonnie Newman is an unknown. What can we expect from her?
Q Lost SENIORITY. Gregg had a lot of clout. Now we have 2 freshmen lawmakers in the SENATE. What kind of impact will that have on NH?
Q What does GREGG's departure mean for the state's democrats. What does this set into motion in terms of 2010? Strong shot at picking up a seat in 2010?
Q Who is on the list for democratic contenders eying the open SENATE seat? Shea Porter? Katrina Swett, wife of former Us Rep Dick Swett mentioned.
Q Only two weeks ago, Lynch took himself out of running for the Senate next year, but that was when he would have had to oppose Gregg's re-election.
Kevin's article: " you wrote that. Most political handicappers expect Lynch will try to seek a historic, fourth term as the state's chief executive in 2010."
Q What about GOP hopefuls: former Congressmen Jeb Bradley and Charlie Bass.
Q Does this soften ground for another run by former sen john sununu? Father now state party chair? a COMEBACK for Sununu
Q Paul HOdes 2nd Cong seat -- open Why Judd Gregg for Commerce. His influence with senate REPUBLICANS?
Q Does NH benefit from having a native son in Commerce? A Commerce Post. usually a plum handed out to president's closest political ally or fundraiser Does this SIGNAL Obama has something else
in mind for Commerce?
Q Gregg spoke about tackling ENTITLEMENT programs
Joke in washington.have you heard.he actually pays his taxes?
Q Gregg is expected to sail through the confirmation process.
THANKS to all.
Q Historically, governors have rarely picked someone from the other side of the aisle to fill a vacated seat

CONCORD, N.H. -- U.S. Rep. Paul Hodes, D-N.H., announced Wednesday that he will run for Senate in 2010.
The seat will be up for grabs if U.S. Sen. Judd Gregg is confirmed as President Barack Obama's commerce secretary. Gov. John Lynch said he would appoint Republican Bonnie Newman to replace Gregg, and she has pledged not to run in 2010 or endorse a Senate candidate.
Hodes said that he has worked for the people of New Hampshire over the past two years, including passing Michelle's Law, which allows college students to keep their health care coverage if they're too sick to continue classes.
"I want to continue my service to the people of New Hampshire and continue to stand up for middle-class families," Hodes said in a written statement.
Hodes had been expected to make the announcement this week.

That's been the talk in political circles this week following this unusual "across the aisle" appointment.
I sat down with some at the NH Political Library in Concord to get "their" thoughts.
The Commerce post is traditionally a shill for business interests and a plum handed out to a president's closest political ally or fundraiser. That's what the originial pick, New Mexico Gov. Bill Richardson, would have been.
Naming Gregg means Obama has in mind something entirely different. Gregg, a two-term New Hampshire governor and former House member with 16 years in the Senate, is as conservative as they come, but not of the religious variety. He is more of a New England style libertarian. He told me a few weeks ago he is tired of partisan warfare and wants to govern.
Q They also said Mr. Obama had picked him in part because of his influence with Senate Republicans
Newman, who has never held elective office, said she had no interest in running for the seat in November 2010 – only to serve out the balance of Gregg’s third term.
The scramble for that open Senate seat is expected to kick off immediately as two-term, Democratic U.S. Rep. Paul Hodes is expected to announce that he would form an exploratory committee for Senate in 2010.
Fellow, U.S. Rep. Carol Shea-Porter has also expressed an interest in the seat as has Katrina Swett, the wife of former U.S. Rep. Dick Swett.
Prominent Republicans are likely to try and prevail upon ex-Sen. John E. Sununu to pursue a comeback and win this seat after losing his own last November to Democrat Jeanne Shaheen. Other potential GOP hopefuls could include former U.S. Reps. Charles Bass and Jeb Bradley.
Gregg said Obama first called and met with him for about 45 minutes Jan. 16 to talk about the appointment that was first offered to New Mexico Gov. Bill Richardson last month.
the choice for commerce secretary, once supported eliminating the department he is to lead he disagrees with him in backing private accounts for Social Security
Not much is known about Bonnie Newman, but so far it appears that she is a moderate. I
Q what can we expect from Gregg
Q Lost Senioirty
the long-term budget problems of Medicare and Social Security

, Obama is signaling he's going to take this on by putting Gregg in his administration. Fasten your seat belts.
Judd Gregg is also someone who wants to reform the big entitlement programs, like Social Security and Medicare, which is something Pres. Obama also wants. Here, too, Gregg could be a go-between for bipartisanship.
