VO: Over the past two weeks, Senators and Representatives have met in a committee of conference to try to reconcile their difference over how to raise money and spend it. This week, the Governor made clear his preference: no expanded gambling or new capital gains taxes. Instead, he had his revenue commissioner present other options to the Committee including expanding the real estate transfer tax to include mortgage refinancing.
