HELLO. I'M RICHARD AGER. WELCOME TO NH OUTLOOK. OVER THE PAST FEW MONTHS, THE LEGISLATURE HAS BEEN LOCKED IN DEBATE OVER HOW TO BALANCE THE STATE BUDGET. LATE THIS WEEK, GOVERNOR JOHN LYNCH UNVEILED HIS PLAN WHICH WOULD INVOLVE MORE THAN $200 MILLION IN CUTS AND REVENUE ENHANCEMENTS. HERE'S SOME OF WHAT HE SAID.

WELCOME ALL.
QUESTIONS:
1: THE GOVERNOR SAYS WE HAVE A BIG PROBLEM - NOT AS BAD AS SOME STATES - BUT STILL, $220 MILLION SHORTFALL THROUGH FISCAL YEAR 2011 - END OF JUNE, 2011.
OVERALL, HE'S LOOKING FOR $85 M;ILLION IN SPENDING CUTS, MORE FEDERAL MONEY, INCREASED TOBACCO TAX - AND NO MONEY FROM EXPANDED GAMBLING.
WE'LL GET DOWN TO PARTICULARS IN A MOMENT BUT - SO FAR - HOW'S IS THE LEGISLATURE RESPONDING?
REPUBLICAN SENATE LEADER PETER BRAGDON HAS REPEATED A FAMIIAR I TOLD YOU SO - THAT THESE CUTS SHOULD HAVE BEEN MADE LONG AGO.
2: THREE PART SOLUTION TO THE PROBLEM. FIRST PART IS REDUCTIONS IN GENERAL FUND SPENDING. THE GOVERNOR IS LOOKING FOR $85 MILLION IN CUTS. THIS WILL INCLUDE SOME SERVICE CUTS - WHICH WILL AFFECT SOME WHO RECEIVE THOSE SERVICES. AS USUAL, HEALTH AND HUMAN SERVICES ONE OF THE BIGGEST TARGETS.
CUTS TO NURSING HOMES. REDUCTIONS IN RATES PAID TO OUT OF STATE HOSPITALS. WHEN I ASKED IF THE REDUCTION FROM 80% TO 70% WAS OKAY WITH THE CHILDREN'S HOSPITAL IN BOSTON - IT WAS PRETTY CLEAR THIS IS A TAKE IT OR LEAVE IT.
THE 12 FAMILY RESOURCE CENTERS ARE GETTING A $10,000 HIT EACH, NO MATTER THEIR SIZE
EVEN SOME SENIOR VOLUNTEER PROGRAMS. FORSTER GRANDPARENTS ARE SUSPENDED. SO THE VOLUNTEER CONTRIBUTION MAY END UP BEING LOST THERE.
NEXT SCHOOL YEAR - SOME $10 MILLION IN REDUCTIONS. ONE EXAMPLE - $140,000 CUT IN THE DROPOUT PREVENTION BUDGET - WHICH IS ONE OF THE MAIN SUPPORTS FOR THE KEEPING KIDS IN SCHOOL THROUGH 18. SO EVEN PROGRAMS CHAMPIONED BY GOVERNOR ARE GETTING HIT.
3: AID TO SCHOOLS AND TOWNS IS TAKING A CUT.
4: THERE ARE EXPECTED TO BE ABOUT 35 LAYOFFS. THE STATE EMPLOYEES DIDN'T WANT TO TALK ABOUT FURLOUGHS THE FIRST TIME AROUND LAST YEAR. THEY SEEMED MORE WILLING THIS TIME - BUT WAS IT TOO LATE?
5: REFINANCING AND RESTRUCTURING OF DEBT IS PART OF SOLUTION
ONE WAY - THE VARIOUS PARTS OF THE UNIVERSITY SYSTEM WOULD PAY THE STATE $25 MILLION - AND IN EXCHANGE THE STATE PAYS $25 MILLION IN THE CAPITAL BUDGET FOR UNIVERSITY SYSTEM DEFERRED MAINTENANCE.
KEVIN - THE GOVERNOR SAYS THIS ISN'T JUST MOVING FUNDS AROUND.
LIKE A DEBT SWAP WORTHY OF WALLST.?
ALSO A MOVEMENT OF FEDERAL EDUCATION FUNDS FROM 2011 TO 2010 - TO BALANCE THIS YEAR'S BUDGET PROBLEM. I ASKED IF THAT MONEY WAS IN HAND - THE GOVERNOR REPLIED THAT WE ARE GUARANTEED TO GET IT.
6: ENHANCED REVENUES ARE THE THIRD PART OF THE PUZZLE.
ONCE AGAIN, WE HEAR THE TRUMPETS OF THE FEDERAL CAVALRY - RIDING IN WITH ABOUT $45 MILLION IN FEDERAL FUNDS.
7: ONE SCARY ITEM- 2010 STATE REVENUE LEVELS ARE RUNNING BELOW 2006 LEVELS.
HOW CRUCIAL WILL THE APRIL FIGURES BE FOR STATE REVENUES?
8: NO ANTICIPATED MONEY FROM EXPANDED GAMBLING - BUT THE GOVERNOR WANTS THE LOTTERY COMMISSION TO FIND WAYS TO MODERNIZE. AND HE DID MENTION FANTASY SPORTS LEAGUE BETTING.
9: KEVIN - 5 INCREASES IN TOBACCO TAXES IN 6 YEARS. HE WOULD HAVE OUR TOBACCO TAX ONLY 2 CENTS LESS THAN MAINE.
10: AND IF YOU THINK YOU'RE GOING TO BUY A PET SHOP AND RIDE OUT THIS STORM - WELL, THE GOVERNOR WANTS TO INCREASE IN PET SHOP LICENCE FEES TOO.
11; SO - NEXT WEEK THIS GOES TO FISCAL COMMITTEE. THE CHAIR OF THAT COMMITTEE - MARJORIE SMITH - ISSUED A STATEMENT THAT CONCLUDED: "WE WILL DO WHAT WE MUST."
