HELLO. I'M RICHARD AGER. WELCOME TO NH OUTLOOK. THE LEGISLATIVE SESSION UNDERWAY IS SO PACKED, HOUSE SPEAKER BILL O'BRIEN HAS TOLD HIS MEMBERS THEY DON'T GET SCHOOL VACATION OFF THIS YEAR. THIS WEEK HAS BEEN TYPICAL WITH CITIZEN LEGISLATORS - AND SOME ANGRY CITIZENS - CAUGHT IN A FIGHT OVER POWER - LITERALLY.

"The Cree people of Quebec fought against HydroQuebec and lost, citizens of Vermont fought HydroQuebec and lost, citizens of New York fought them and they thought they won, now they are fighting them all over again. Now they are coming for us."
Track: The proposed Northern Pass power project would build a transmission line to bring hydro power from Quebec to New England. About 200 opponents - most from the North Country - took turns being in the too-small hearing room - and warning legislators not to side with Hydro-Quebec.

Track: But supporters say the billion dollar project would provide tax benefits to cash-strapped communities like Franklin - where a Northern Pass facility would be built.

"The estimated tax benefits for cities and town across New Hampshire as well as counties and state-wide education funding system are figures that are absolutely amazing. The children of New Hampshire will benefit by seven-million two hundred sixty thousand dollars, directly to the state of New Hampshire education funding system."
Track: Many further hearings on the Northern Pass are expected. In the House session on Wednesday, members voted on a bill to force the state attorney-general to join a lawsuit against the new federal health care law, though the attorney-general has testified that he won't.

This is an interest of the state. When our citizens are forced into purchasing a product that they don't want or don't need, that raises a constitutional question and that is an interest of the state. And the attorney-general should be abiding by the laws and regulations that are passed by this legislative body.
Opponents said the bill is unconstitutional - and the legislative branch of government has no right to instruct the Attorney-General - an officer of the Executive Branch -

Mr. Speaker, if we do value democracy, especially the democracy outlined in the NH Constitution, then we must vote to defeat this bill today. It breaks down the separation of powers codified in that historic document and is a blatant overextension of legislative authority. For lawmakers in the legislative branch to order someone in the executive branch to act tears at the fabric of our democracy.

Track: That bill now goes to another committee to check its constitutionality.
And Senate leaders announced that their new education funding plan.
Bite: Card #4701 16:02:38 In the next budget, every town will receive, to the penny, the same level of state funding they received this year. No town wins, no town loses. We have heard the message from property taxpayers. The rates cannot go up any further.
Bite: Card #4701 16:03:11 We eliminate donor towns and fiscal disparity aid, two of the most divisive elements in the current school funding formula, while maintaining all the components and base funding of adequacy.
Track: The plan would also reduce the current free and reduced meals budget, and instead target funds to students failing in their 3rd grade reading proficiency levels,
Bite: Card #4701 Card #4701 16;07:00 Our formula targets dollars based on students needs. It is our belief that these changes will direct funds to meet the unique needs of students no matter where they live in our state.
