1: GARY LONG - WHEN YOU MADE THE ANNOUNCEMENT OF NORTHERN PASS IN FRANKLIN. THE GOVERNOR HAD KIND WORDS. THAT WAS THEN AND THIS IS NOW - POLITICIANS EXPRESSING CONCERN ABOUT THE PROJECT, HUNDREDS OF PEOPLE TAKING DAYS OFF TO GO TO CONCORD TO EXPRESS THEIR OPPOSITION. WHAT HAPPENED?
WAS THERE ANY OTHER EASIER WAY TO BEGIN THIS DEBATE?
2: CHARLIE JORDAN - AS EDITOR OF THE COLEBROOK CHRONICLE, YOU COVER A LOT OF STORIES - AND DON'T TAKE SIDES. WHY HAVE YOU BEEN SO UP FRONT OPPOSED TO THE NORTHERN PASS? IS TOURISM REALLY ALL THAT'S LEFT?
3: EDITH TUCKER - YOU WROTE YOUR FIRST ARTICLE ABOUT THIS NEARLY TWO YEARS AGO. DURING THAT TIME, THE RECESSION HAS HIT THIS STATE HARD - AND THE NORTH COUNTRY HARDER. WITH 1200 JOBS PROMISED FOR AT LEAST THREE YEARS, WHY HAS THE VISIBLE SUPPORT BEEN LIMITED MAINLY TO FRANKLIN?
WHAT IS YOUR PERSPECTIVE ON HOW THIS HAS UNFOLDED? WHERE IS THE SUPPORT?
4; HOW BIG ARE THESE TOWERS GOING TO BE?
5: CHARLIE - SO FAR, THE PLANNED ROUTE HAS TRIED TO AVOID HOMES, RIDGES, PUBLIC AND CONSERVATION AREAS - SUCH AS NASH STREAM. SO THAT BASICALLY LEAVES PRIVATE PROPERTY.
I'M TRYING TO IMAGINE ANY SCENARIO THAT WOULD HAVE MADE THE NORTHERN PASS PALATABLE. CAN YOU HELP ME OUT?
GARY - DO YOU THINK THIS IS AN NIMBY ISSUE? WHAT ABOUT OTHER POSSIBILITIES FOR THE TOWERS - CELL PHONE USAGE, ETC?
6: IN TERMS OF THE ENVIRONMENT, ACCORDING TO ISO NEW ENGLAND - WE NOW RELY ON FOSSIL FUELS - NATURAL GAS, OIL AND THEN COAL - FOR 72% OF OUR POWER GENERATION. QUEBEC HYDRO MAY NOT BE FORMALLY DESIGNATED AS RENEWABLE - BUT IT'S GOTTA BE A LOT CLEANER. NO EMISSIONS.

25% oil
15% nuclear
9% coal
5% pumped storage
5% hydro

SUPPORTERS OF THE PROJECT EMPHASIZE THIS IS RENEWABLE ENERGY. THOUGH IT IS NOT RECOGNIZED AS SUCH BY STATE LAW. HOW MUCH FOSSIL FUEL WOULD HYDRO POWER FROM QUEBEC REPLACE? WHAT FOSSIL FUELS FIRST?
7: GARY - THE REPORT YOU COMMISSIONED ON NORTHERN PASS SHOWS NH SAVING $23 MILLION IN WHOLESALE ENERGY COSTS BY 2015 - AND $36 MILLION TEN YEARS LATER. BUT THE SAVINGS FOR BOSTON ARE $45 MILLION GROWING TO $70 MILLION. AND OTHER TABLES SHOW MAINE SAVING JUST AS MUCH AS WE WOULD WITHOUT PUTTING A SINGLE POLE IN THE GROUND. SO - SHARED BENEFITS BUT NOT SHARED SACRIFICE.
8: WE'VE HEARD A LOT ABOUT THIS PROJECT INCREASING THE TAX BASE - BUT WHAT ABOUT THE REBATES PEOPLE WILL BE LOOKING FOR BECAUSE THEIR VIEW HAS BEEN AFFECTED?
9: POLITICAL REACTION - GOV. LYNCH TRAVELED TO FRANKLIN AND PRAISED THE PROJECT DURING THE ANNOUNCEMENT.
BOTH SENATORS ASKED FOR ADDITIONAL PUBLIC INPUT DATES
BASS?
10: TWO BILLS BEING HEARD THIS WEEK. THE FIRST WOULD PROHIBIT
"PUBLIC UTILITIES FROM PETITIONING FOR PERMISSION TO TAKE PRIVATE LAND OR PROPERTY RIGHTS FOR THE CONSTRUCTION OR OPERATION OF A PRIVATE LARGE SCALE TRANSMISSION LINE."
THE SECOND - WHICH NAMES NORTHERN PASS - WOULD ALSO PROHIBIT EMINENT DOMAIN - AND REQUIRE A REGIONAL PLANNING COMMISSION DO AN IMPACT STUDY.
11: A RECENT LETTER FROM FOREST SERVICE STATED THAT ENERGY CORRIDORS ARE PERMITTED THROUGH NATIONAL FORESTS INCLUDING WHITE MOUNTAIN, AND SPECIFIED THAT UTILITY LINES "SHOULD BE INSTALLED BY "…BURYING IF TECHNICALLY FEASIBLE"
SO - WHAT ABOUT BURYING THE NORTHERN PASS. OUT OF SIGHT, OUT OF MIND.
THERE ARE OTHER PROJECTS BEING PROPOSED USING UNDERWATER CABLE - SUCH AS THE GREEN LINE FROM WISCASSET, MAINE TO BOSTON. 140 MILES - THAT CAN'T BE CHEAP.
12: EDITH - I'VE HEARD A LOT OF JUST SAY NO ON THIS PROJECT - IS THERE MUCH ROOM FOR COMPROMISE?
13: GARY- UNDER THE NH RENEWABLE PORTFOLIO STANDARD LAW, THE STATE ENERGY POLICY COMMISSION SHALL PRESENT A REVIEW OF THE RENEWABLE STANDARDS BY NOVEMBER OF 2011. INCLUDING ANY RECOMMENDATIONS FOR CHANGES. WILL YOU BE PUSHING FOR EASING STANDARDS TO RECOGNIZE MORE HYDROELECTRIC POWER?
14: ONE OBSERVATION - I HAVE SELDOM ENCOUNTERED SO MUCH JARGON AND INPENETRABLE ACRONYMS. PV, RPS, FERC, TSA, ISO, NPT, FCA , ICR , Combined-cycle, SCRABBLE, ANYONE?
