Hello. I'm Richard Ager. Welcome to NH Outlook. With just over a month to go in the legislative session, tempers are getting a little frayed around the edges. Case in point, the fate of House Bill 474 - the so-called "right to work" bill. The House passed it in February by nearly 100 votes but the governor vetoed the bill last week. |

Speaker Bill O'Brien wants to override the veto -and needs votes to do it. So the pressure is on his own members who did not support the bill. Bite: House/Senate Disk 12:10:45 It's the first time I've been asked from my party to walk if I was going to vote against - to vote to sustain - and rather than vote to sustain, walk. Don't vote. DON'T SHOW UP AND DO YOUR JOB? Correct. WHAT'S YOUR OPINION OF THAT? Exactly as you just said, I'm here to do a job. 12:11:14 HAS THAT OPTION BEEN MENTIONED TO YOU? Yeah - I was asked if I couldn't support, would I take a walk and I said 'you gotta be kidding.' I have never done that and the person that called me said that 'I'm gonna take a walk.' I think it's a little intimidating. 12:11:44 LATER IN THE SHOW I PLAN ANOTHER VO/SOTS: This week, the Senate took a definite pass on some of the more controversial House bills. Among them, a bill that would apply a constitutional test to all federal funding, and resolutions concerning international treaties, withdrawing from the United Nations and withdrawing from the North American Free Trade Agreement. Bite: House/Senate Disk 10:58:45 Having considered the same, the committee recommends the resolution is ought to pass with an amendment, Sen. Bradley for the committee. But I felt the House ought to be heard, that people wanted to be on the record on those two issues and I supported that. JOINING ME AT THE LEGISLATIVE OFFICE BUILDING IN CONCORD ARE: TOM FAHEY OF THE NH UNION LEADER KEVIN LANDRIGAN OF THE NASHUA TELEGRAPH AND JOSH ROGERS OF NEW HAMPSHIRE PUBLIC RADIO. WELCOME ALL. 1: AS WE JUST HEARD, THERE IS MUCH DISCONTENT AMONG SOME REPUBLICAN MEMBERS ABOUT THE PRESSURE BEING APPLIED ON THE RIGHT TO WORK BILL - AND OTHER VOTES. THE TWO REPS FROM DERRY I SPOKE TOO SAID THE PERSON PRESSURING THEM- WAS GOING TO TAKE A WALK. 2: PURPOSE OF "TAKING A WALK" - ARTICLE 44 OF THE NH CONSTITUTION SAYS IT TAKES 2/3 OF BOTH HOUSES TO OVERRIDE A VETO. I CHECKED WITH THE SECRETARY OF STATE'S OFFICE - AND THEIR INTERPRETATION IS 2/3 OF THOSE WHO ARE THERE. REP. DOWLING SAID SHE HAD RECEIVED MORE CALLS, E-MAILS, ETC. TO VOTE AGAINST THE BILL AND SUSTAIN THE VETO. 3: HAD TO BE SOME UNHAPPINESS IN THE SPEAKER'S OFFICE THIS WEEK FOLLOWING TUESDAY'S SPECIAL ELECTION OF DEMOCRAT JENNIFER DALER IN HILLSBOROUGH COUNTY DISTRICT 4. THIS WAS TO REPLACE BOB MEAD WHO RESIGNED HIS SEAT TO ACT AS SPEAKER BILL O'BRIEN'S CHIEF OF STAFF. SHE SWEPT ALL FIVE TOWNS IN A PRETTY REPUBLICAN DISTRICT. SHE BEAT REPUBLICAN PETER KUCMAS 1400 TO 1000. WITH A 20% TURNOUT. 4: IN NEW BOSTON, Signs INFORMED voters that "per pending legislation," they should be prepared to present a photo ID to get a ballot. THERE IS NO PHOTO ID LAW - THE SIGNS WERE TAKEN DOWN. 5: STATE DEMOCRATIC PARTY CALLED IT A MASSIVE VICTORY. I SPOKE TO ONE REPUBLICAN SENATOR WHO SAID IT WAS SIGNIFICANT ON A FEW COUNTS. 20% TURNOUT FOR A SPECIAL ELECTION IS HIGH - AND IT WAS IN THE SPEAKER'S DISTRICT. 6: THREE MORE SPECIAL ELECTIONS COMING UP IN SEPTEMBER - MORE OF AN INDICATION. IN A REPORT ON NHPR, UNH POLITICAL SCIENTIST DANTE SCALA URGED CAUTION… 7: THOSE WHO FACED CUTS IN THE HOUSE BUDGET PINNED THEIR HOPES ON THE SENATE COMING UP WITH DIFFERENT NUMBERS. WELL, THEY ARE BUT NOT THAT DIFFERENT. ON THURSDAY, THE SENATE WAYS & MEANS COMMITTEE AGREED REVENUES WOULD GROW LESS THAN 1% IN 2012 - AND DO JUST UNDER 3% IN 2013. THAT MEANS $41 MILLION MORE THAN THE HOUSE. HAD ADOPTED HOUSE ESTIMATES OF $2.18 BILLION AS A BASE. END WITH $2.22 BILLION, DISMAL NEWS FOR MANY… 8: THIS COMES AS A NEW UNEMPLOYMENT REPORT SHOWS THE JOBLESS RATE HAS DROPPED BELOW 5%. WE QUICKLY GOT NEWS RELEASES FROM THE GOVERNOR, SPEAKER AND SENATE PRESIDENT PROCLAIMING THEIR POLICIES WERE LEADING THE WAY TO RECOVERY. ACCORDING TO NEW ENGLAND ECONOMIC PARTNERSHIP, THAT DROP IS BECAUSE THERE ARE MORE DISCOURAGED WORKERS WHO HAVE DROPPED OUT OF THE WORKFORCE. 9: POINTS OUT - AS HAS BEEN OBSERVED MANY TIMES - THAT OUR TAX STRUCTURE ENSURES THAT REVENUES WILL LAG COMING OUT OF A RECOVERY- RELY ON BUSINESS TAXES AND BUSINESSES THAT ARE RECOVERING - CAN WRITE OFF LOSSES FROM THE DOWN TIMES… 10: THIS WEEK, THE SENATE TOOK A DEFINITE PASS ON SOME OF THE MORE CONTROVERSIAL HOUSE BILLS. HCR6 Require Congress to apply constitutional test to treaties HCR11 Originally to withdraw from the UN HCR12 Urge Congress to withdraw from NAFTA 11: I SPOKE WITH SENATOR RAYMOND WHITE - ONE OF THE FEW SENATORS WHO OPPOSED TABLING THOSE BILLS. HE FELT THE HOUSE OUGHT TO BE HEARD - BUT CLEARLY HIS FELLOW SENATORS DIDN'T WANT TO DEAL WITH THOSE ISSUES. I ASKED SENATE MAJORITY LEADER JEB BRADLEY IF THE SENATE WAS TRYING TO SEND A MESSAGE TO THE HOUSE - HE REITERATED THEY WERE JUST FOCUSING ON THEIR PRIORITIES. ANY RIPPLE EFFECT FROM THE ELECTION RESULT? DISTANCING FROM THE HOUSE? THE SENATE HAD REMOVED LANGUAGE FROM HB590 THAT QUOTED THE FEDERALIST PAPERS ON THE LIMITS OF FEDERAL AUTHORITY. The original bill charges that most federal grants amount to "bribing the state of New Hampshire to surrender its sovereignty". Its amended title is "establishes a committee to review state participation in federal grant-in-aid programs. 12: 13: RETURNING THE FAVOR, THE HOUSE KILLS SENATE BILL TO INCREASE SPEED LIMIT TO 55 MPH ON THE SECTION OF LAKE WINNIPESAUKEE KNOWN AS "THE BROADS". SPEAKER O'BRIEN OPENED DEBATE BY NOTING THERE WERE ENOUGH MEMBERS WANTING TO SPEAK TO FILL THE M.S. MT. WASHINGTON. BUT JOSH, IN THE END, IT WASN'T EVEN CLOSE. The minority argued "There are many factors that can affect the safety of a lake including closeness to shore, distance between boats, alcohol consumption, etc. The minority believes that the bi-partisan Senate compromise on this bill is a fair one. The increase in speed would only affect the vast area known as the broads, which is approximately 30 square miles or about the size of 14 Manchester airports. This basically boils down to a liberty issue." SHOULDN'T THAT HAVE BEEN 55 KNOTS? 14: LOTS OF PRESIDENTIAL PRIMARY ACTION. THE DONALD IS OUT, ONE ACTIVIST WAS QUOTED SAYING "IT WAS FUN WHILE IT LASTED." GINGRICH DECLARED HIS CANDIDACY, WENT ON MEET THE PRESS AND TRASHED THE GOP'S PLAN FOR OVERHAULING MEDICARE, CALLING IT "RIGHT WING SOCIAL ENGINEERING".
